Hello, my name is Serge Cloutier,
I am an executive with extensive experience in resource management human resources acquired
during a 30-year career within the function federal government, namely the Canada Revenue
Agency (CRA) and the School of the Public Service of Canada preceeded by 7 years in the private
sector.
In the private sector, I spent 7 years in management positions in the automotive parts manufacturing
field. These included various mandates either restructuring or expansion, with the aim of increasing sales
and profitability and also to establishing better management practices.
In the public sector, I have acquired a wide range of operational, functional and strategic experience
in various offices in the regions of Quebec and Ontario as well as in various central administrations in Ottawa.
I have had an atypical career, having been involved in leading large-scale operations, various national programs, a major Business Intelligence (BI) project, business transformations and in building interdepartmental partnerships. I led teams ranging from 15 to 500 employees and my priority as a leader has always been the importance of creating a healthy environment and investing in human capital.
My leadership style is described simply by being an inclusive person, guiding and empowering staff, showing vision, demonstrating courage, respect, humility, integrity and caring for others .
A career shift unexpected...
One day, I received a call from a colleague who asked if I was interested in teaching leadership courses at the Canada School of Public Service. I had never worked in a learning environment or given a course in my entire career but after a 10 second reflection it was without a doubt the best decision of my career!
As a senior faculty member, I have had the joy of facilitating and teaching various leadership and management programs designed for executives and managers. The impact was very positive for the participants because my experience supported very well the concepts I was teaching well and whether it was through experiences acquired as an employee, as a manager or as an executive. This sharing of experience and advice resonated a lot with the participants and provoked a deep reflection in their personal and professional development.

I have helped and accompanied a few hundred people during my career and for the majority of these coaching/mentoring sessions, the topics of discussion were either on career orientation, on ethical and political dilemmas, on the impacts difficult environments, on the balance between personal and professional priorities and on the executive selection process including preparation for the executive interview.
